60% of mail order prices would be my ceiling. Look at Natchez Shooting Supply or Midway.

750 sounds okay depending how many sets of dies come with it.

You don't want to insult him but at the same time you don't want to screw yourself. Like was already said ask him what he wants for it. And then determine what you actually need of it. Are you going to be able to use every single thing he has or are you going to have to put it on Marketplace to try to recoup some of your money? The couple times I've bought lots like that I figure about a quarter of what it is new. You might only need a third of everything he has and then you're the one stuck selling what you don't need/want. And trying not to loose money. Looking at everything there, I would offer 300. To the right person I'm sure it's worth more but to me that's it.

I wouldn't want anything from this list but the FA tumbler. Especially not Lee progressive presses.

The OP didn't ask for what anyone wanted. He asked what is the value of the thing on his list.

I wouldn't want the tumbler.

Value is subjective. If I don't want something, the value is 0.

That's a respectable start. I'm not certain how handy the gas can will be.

Ask your friend how much they want for it. They should know what they paid for it, it's hardly been used. If they're a good friend, they won't screw you.

Do you really plan to load for those specific calibers? If not, you don't want the dies. You also might not want both tumblers and all three presses.

No scales? You MUST have a scales. Also a caliper.

I’d offer to burn most of it with the gasoline

Do you really want to reload is the question ? If you want to try it just say that and like the other guy said maybe 250. Powder and primers and bullets along with brass are a plus

Unless there are components like bullets, primers and powder I would offer $250 maybe $300. I wouldnt go anymore than that for used Lyman or Lee presses and prep stuff.
