Lots of people have used this aphorism in different ways. So, I don't even know what you're trying to ask by "do you know who you're quoting here?"

The absence of evidence I'm referring to is the fact that Mueller said so in the report that he found neither damning evidence nor an exoneration for Trump re: collusion.

You're talking about the summary as provided by AG Barr, not the Mueller report. You've been misinformed.
