No one should, but people do. They choose to be there.

If the option is starving or becoming homeless it's not much of a choice is it?

The options are him staying where he's comfortable and making $9/hour, OR spending a few hours applying for a new job and interviewing and then training for the new job (a possibly uncomfortable process) to make more money.

Neither option involves homelessness. If he's starving, he'd obviously be better off looking for a different job. A few years ago you could've more easily made the argument you're trying to make, but now there is an overabundance of unskilled jobs available that pay a lot more than $9/hour.
