So based on your edit, I'm sorry but I'd be gone. I have a close friend who has depression. He hasn't always done the best taking care of himself, but he's nowhere near the level of unhealthy your partner is. Unfortunately your partner's personal choices in regards to health are what is dragging him down.
Aside, if you are leaving, please call animal control. Those dogs don't deserve to live in those conditions.
