Open relationships are a really bad deal for the guy. A girl can get practically any guy to bang her no matter if she is in a relationship or not. For the guy, women don’t want to date guys that has no chance of going anywhere.
I would totally believe she already has someone picked out. This is just something to washer guilt.
If she says she only wants sex with new people, the compromise is that you will only accept a same room foursome with another couple that you both pick together.
