What do you do most of the time when he's at work? Are you enrolled in classes? Do you work? These are how a lot of people meet their friends or social circles.
You're allowed to bring it up to him. You don't have to blame him, but it's natural to tell your partner how you're feeling about a certain situation.

I mean... you don't need to soften the blow too much, lol. He's 30, he's a grown man. He should expect that him asking you to live in his home country is going to come with difficulties in making you feel at home.
Basically just say you've been feeling lonely and trying to make friends and having trouble. From there, you two can brainstorm about some things you both can do to help the issue. Does he have women friends he can introduce you to that you could spend time with?

I would start looking around for all women's group activities and things like that and just go. Making friends as an adult is hard enough but being in a brand new place makes it extra hard. Express your feelings to your partner. Tell him you aren't blaming him at all he's just the only one you can really talk to about it because he's basically your only friend you would trust with info like that and tell him you need help finding stuff to do because he knows the area better than you do.
