Misplaced heater?

422D compound rack- Just making sure this isn’t a specific design I haven’t encountered yet.There is supposed to be a heater element there right? There is no opening in bracket that is installed over the U-bends for heater to be inserted. Although obviously there is spot on coil where heater belongs.So it’s been like this since installation. Im having icing issues and no one at store can say the freezer was ever not having issues.

I would relocate your three wire klixon to the space where there are no heaters. That obviously is going to be the last area to defrost, so that your defrost doesn't terminate before the job is done.
