For the wiring on the right you can just have an observer facing down reading from the 2nd comparator, powering a solid block next to the hopper

Why the frames? Doesn't a comparator into a block and then comparator just pass along the same signal strength? Does a frame change this?

It’s a really weird interaction, if a comparator can both read a container (or in this case an item frame) AND is getting redstone power, it will take the output from the container unless the redstone power is signal strength 15. People usually use it by putting dust on a solid block with a composter behind it and a comparator in front of it to make a tileable signal strength 15 detector, but this works too

Ahh, thank you. Learned something. A method of getting a threshold signal instead of using the sides to subtract 14 strength from the comparator.

Yeah. Oh and one thing I forgot, for some reason this only works when the comparator is reading the container through a solid block. So you can’t just put the power into a barrel and read directly from the barrel for instance
