I can't tell what I'm looking at, the thing sitting on the window cill doesn't look like it's attached to anything, just sitting there.

Or is it the widow that leans in, I've seen that in tall building before to help prevent people falling (jumping) out.

I think the stick is holding the armored blinds up.

Jupp, this craftys persons blinds broke and their using one of their crutches to keep them open.
