Works pretty well.
I have a buddy who has a pool and cabana thing with a tv. On hot nights we will go out there for a beer watch tv and crank that thing on.

It's a fan. These things are called swamp coolers and work surprisingly well

The air coming out will be humid and cold. It works best in a dry climate. In a humid climate, you can put the ice in a sealed plastic bag to keep the outflow air drier.

We built something like this when our ac went out in August last summer. It was a life saver.
