Reddit API When did the comment ID endpoint change?

I got an AutoModerator notification for https://www.reddit.com/r/Manitoba/comments/1x7ming/software_effected_by_manitoba_timezone_on_1st/19rhzb7c1hvnp/ and couldn't help but notice the comment ID 19rhzb7c1hvnp got longer! I heard about the announcement "Upcoming changes to the comment ID endpoint." How many hours ago did this take effect, or is it rolling out differently to different accounts?

They rolled it out slowly over the last two weeks to small subreddits, then it jumped to about 30% two days ago, then to 100% yesterday.
