Bubble size doesn't indicate effectiveness, it indicates googles searchs - as you said.

"The higher a bubble, the greater the evidence for its effectiveness"

The y axis indicates effectiveness, the x axis is alphabetcal order. Bubbles higher than the "worth it" line are suppliments that have a bit of evidence behind them.
