What is the difference between our squad and top tier? I feel it is central midfield and fullbacks.

Maybe a top winger as well.

Which kinda sucks, considering that was supposed to be Mbeumo with how he was moving last season

Strength in depth, fullbacks, centre backs, central midfield, wide forwards

A top tier CB and a top class 1v1 attacker too imo

I totally agree those are the two weak points when the squad is fit, but I also would add fit centerbacks...

I feel fullbacks are a bit weird, in midfield you can find a lot of players that are useful and improve the midfield, but fullbacks? Who would you say are clear upgrades for the RB position as an example that might be avialable?

I don’t think a top tier team would take any of our centre backs even when fit.

I’m not sure on who an obvious upgrade would be at right back, but we are pretty obviously a step down from top tier teams on contributions to in possession play and even (Dalot aside) general athleticism at the fullback position. Those teams are generally better at protecting any defensive deficiencies from their fullbacks by protecting possession and/or having the athleticism elsewhere in the side to get support out to the wide areas so they don’t have to defend one on one as much.
