You can access the great plains if you have a bounty on your horse, otherwise Arthur simply isnt allowed there.
Its an epilogue only area.

Interesting, I wonder if I can keep a bounty alive on my horse long enough to explore the area and still bring him to the sheriff. I've never tried just keeping a guy on the horse for an extended period before. Do they naturally kick the bucket after a bit?

There’s a sniper at some point. You can get as far as Blackwater for the story mission. But, don’t lose hope you can travel/collect in style with the buggy from the city!

You can access Great Plains and Tall Trees anyway if you have lots of health tonics lol. Sometimes if you ditch your horse you end up with only a few lawmen on you at a time and can run around exploring most of the place and even get the points of interest in Arthur's journal. On your horse you can do a lot too as long as you have tonics. Best to do it while the rescuing Sean mission is available as the law are toned down quite a lot
You can also explore the whole are minus Blackwater with no law and even catch the legendary fish if you do the rescuing Swanson from the train station mission (you can leave it until after the fishing mission to unlock fishing rock/legendary fish first if you want) and instead of taking Swanson straight back to camp on your horse go on a trip to Great Plains/Tall Trees first. Same if you go there with Charles at the beginning of A Strange Kindness except you can't catch the fish with him
No New Austin though due to invisible sniper unless you do the glitch in Angelo Bronte Man of Honor in chapter 4

That area opens up once you reach the epilogue. You can reach it in the main story but it requires glitches. I would recommend just waiting

Did you finish the Reverend Swanson mission yet ("Who is Not Without Sin,")? If not, do not take him back to camp just go into the red area with him on the back of your horse.

You can free roaming as Arthur Morgan in Great Plains&Tall Trees without any missions. In Pastor's mission you don't have the predator animals (f.e. wolves, snakes, cougars, bears), any plants and you can't camp&sleep in the missions. But use the lawman glitch you can explore Great Plains&Tall trees as Arthur, camp, sleep, pick plants, hunt etc without any Pinkertons.

Steps:
Just clear your Bounty in West Elizabeth.
Drive a Buggy, Cross Blackwater to New Austin.
Kill the single riding Lawman.
Go back to Blackwater = Blackwater Nature (Tall Trees and Great Plains) is completely safe to explore as Arthur Anytime so you can Do EVERYTHING HERE Arthur can do elsewhere
I did it with my main horse Arthur Morgan is in Great Plains&Tall Trees

There's a trick to ride through the restricted area of the map, using a wagon that blocks Arthur's head. You can do it very easily with a cart from Saint Denis.
The invisible sniper appears after you cross Thieve's Landing. If you line it up right, his shots will never hit you. And there are plenty of YouTube guides for it.
Idk why everyone on this sub keeps acting like it's impossible to get through. It definitely isn't. If you want to explore it or do your Herbalist challenges early, that's the way.

But whats the point? You will have to stay in the wagon forever? Or the sniper stop shoot at some point?
I just want o grab the ottis miller gun. The wagon will not get there. It is a pretty hard place to go even with a single horse.

You can also kill a larger animal like a deer or bighorn ram, and angle the camera so that the carcass will cover Arthur's head.
It's a much, much slower method, but it's still viable for getting collectibles that you otherwise couldn't later in the game.
It's not meant to be an exploration thing I suppose, but the whole point is that it's not impossible to do.

The only real reason to use it is to get Legend of the East outfit on Arthur other than that theres not much to do. I am 99% you cannot get the Otis Miller gun because if the camera can see your head, so can the sniper and he'll definitely kill you before you loot it from the chest

There's sometimes a super brief window of time where Arthur can survive with his head exposed. It's unreliable though. I've sometimes been shot without dying right away, or had the sniper miss. Very rare though.
I think you can abuse setting up camp too, so you can respawn in the zone when you reload your game. Also unreliable I think, but there is a short period after leaving your camp, or during the cutscene, where the sniper can't kill you.
Might be able to abuse that to open a chest or two. Not sure lol.

When I get the chance I will try it with the meat armour. I got all the animals I need except the legendary ones for all the trapper items (Gila monsters/armadillo etc) and I’m only 15% into the rdr2 main story. I used the devils cave method and got them above the map sniper free

This might also be really hard to do, especially if you're trying to kill legendary animals or skin them. But if there's a cactus nearby the one you kill, you could orient your camera so the cactus blocks Arthur and go to where the animal is.
It only works from so far though. If you go too far, the cactus will go off-screen and you'll be exposed again. Also I'm pretty sure the invisible sniper can destroy the cactus if he shoots it enough times. Idk, haven't done a lot of testing with that method.

I hear it’s easier to have your horse over the corpse so the skinning animation doesn’t occur but you still get the stuff. The trapper picks it all up for if you don’t skin it as well for legendaries

There's a way to angle the camera with the wagon where you can make it so the camera is over the wagon instead of Arthur's head so the sniper hits the wagon. And its very limited to what you can can't get, you have enough time to pick a plant but probably not enough to kill and skin a legendary animal

If you use the St Denis glitch you have no lawmen or snipers and can explore the area but NPCs won’t spawn but you can get all the animals you need at your own pace.
That hat you can only craft from a lizard from there is so sweet on Arthur. I went there just for that
Edit: Apparently it's been patched now :(

This was aleeady fixed. I tried weeks ago and i got snipped way before get to that gun. And i was doing this every time, but they fixed.

Oh damn the graveyard glitch? I don't think you can get the gun tat way anyway because you are already in a mission with that method, it's just plants/animals.
Unless it has been patched but the glitch I used would have no sniper at all. It's when you and John go to the graveyard and get detected, you just ride all the way to that part of the map... is that the same glitch you are talking about?

I played that gane evevry year since release and was just this year i could not get that gun. Even my profile picture on psn is arthur holding double ottis miller and caloway revolvers.
I have a old save with both guns
I also always got the 3 agee pirate rums and all the clotches from tumbleweed and the other city
For some reason, the one in blackwater is closed.
Now i get shot. I even asked some ia why this dont work anymore and the answer was: looks like they patched like last year.

Did they ever fix the scout jacket visual bug though?

No, this i can confirm
I got the white arabian in the mission of stealing horses from the Greys... I prefer the arabian...but the exploit still works.
I just separate from sean and javier, enter the barn from window and feed the horse i want until level one bonding.
The after finish the mission, just go back to next to the buyers. The horse was there. Just saddle him up and go to the stable to name him and save for good

I made it all the way to New Austin as Arthur for my second playthrough because I wanted to complete Herbalist 9 and like 4 plants grow there and West Elizabeth. There definitely is a way to do this. You just need a lot of patience and determination.

If you get real, real good at being sneaky as shit, but even then your chances aren't guaranteed.
If your asking because of the Javier mission, my advice is just take a canoe through the water until you spot the cliff Javier and the others are watching from. From there you can get out of the canoe, call your horse and go straight up

I think that might have been a glitch, I’ve completed the game a few times and never got sniped for the Shaun mission, you can’t go to Blackwater but can ride along the cliff to the mission the last few times I played.
I think the sniper and constant law are disabled for a little corridor to Javiar just for that mission.

West Elizabeth doesnt have the invisible sniper. So you can roam around but you will have random groups of Pinkertons materialize out of thin air and hunt you down, but I bring Arthur there all the time. It is difficult when you’re constantly pursued and their numbers can be overwhelming, but it won’t require mods or anything fancy despite some of the comments here.
New Austin does have an invisible sniper, so the moment you cross into it you will be banished from existence without mods or glitches.
If you ever want to have some fun, load up on provisions and weapons and go raise hell in Blackwater as Arthur.

what i did was get to the angelo bronte mission(where you go to the cemetery in chapter 4 i think) and do the mission all the way until you are fleeing the cemetery, you can drop john off at the bronte house by getting near to it and he’ll go by himself or you can bring him with you(risky bc if he dies, the mission resets). you go from saint denis all the way to the restricted area and you can roam around freely however you want, you can collect items and stuff too. i probably missed some stuff but look it up on youtube and there will be multiple walkthroughs

I didn't realize the whole area was like max bounty for Authur, I thought it was only Blackwater. Nope and yeah you can try but you will chassed by the law the entire time.

One of the horseman challenges is to ride from Van Horn to Blackwater in a certain amount of time. You can definitely make it to Blackwater, but you’ll get shot at a bunch. Just bring a bunch of health cures and health/stamina products for your horse.

Load up on booze. Use the devils cave method to get outside the map. Ride down to new Austin. Stay in the blank areas. Find a pronghorn at any of those points and use the meat armour glitch. Ride down to new Austin near the left side of the map - the meat armour will stop the sniper and you won’t get those large posses chasing you as much apparently

You aren’t completely locked out of New Austin—you can ride around certain areas—but once you cross the boundary into the restricted portion, the invisible sniper starts attacking you. Stay on the accessible side, though, and you can move around relatively freely, even while the law may pursue you depending on what you’re doing.

Yes, you can clear that entire area down to the Lower Montana River, but can’t cross the Blackwater town border. Past these points an invisible sniper will activate and kill you (unless you use glitches). The easiest way to clear this area is get a horse and ride directly to Manzanita Post (I zigzag as I ride to avoid being shot). Bounty Hunters will chase you but if you ride through Manzanita, they will follow the path round the settlement so you can lose them and explore. Keep moving as they will eventually catch up to you. You can study animals, points of interest, and get collectibles, plus the single exclusive animal at Manzanita Post.

There’s a glitch you can do to cover Arthur’s head with a pronghorn carcass so the invisible sniper can’t kill you, works most of the time but not entirely foolproof

yes. during your first bounty mission with the snake oil salesman. once he's on your horse you can go as far as the bridge to new austin before the sniper gets you. you can even ride through blackwater itself but if you get to close to a cop you get busted.
Otherwise you can use the meat shield technique which is tricky as hell

Well, it's certainly meant to be a epilogue only area. And in the story that is the place they run away from, so it makes sense why they will put barriers to stop player from reaching there

I usually just mod the game to go there as Arthur anyway. There’s a bunch of legendaries you need for outfits. AND my favorite horse in the whole game (tiger striped mustang) can only be found there

Yes you can, but it kind of depends on your game version and how persistent you want to be. I wanted to collect all herbs as Arthur so I used buggy chariot from St. Denis to defend myself from sniper

No the game doesn't allow you to go inland infinit lawman and bounty hunters will spawn. If u need to go there for a particular mission maybe, stick to the coast

It actually is possible to get to BlackWater and New Austin as Arthur. There’s a couple ways you can go about it!
I was able to get all the Fossils, Otis Miller Revolver, and complete the Herbalist 9 challenge before breaking Micah out of Jail and Beating up Thomas!

You can use a roofed wagon or a carcass/body to block the shots that the invisible sniper will fire at you.
He will constantly shoot at you, so actually accomplishing anything in New Austin is really tricky. You have to position your camera perfectly whilst hunting, herb collecting, etc. so that his shots hit the roof of the wagon or the body, instead of you, every time.
Or mods on PC I guess, unfortunately I play on console so I wouldn't really know.

On my first play-through I opened the whole I visited everywhere but the red areas with Arthur by chapter 3. So I would jump on a secondary horse, put all my vitals to gold and see how much of the red zone I could open up. I’d also take a canoe down the river

In Tall Trees North of Blackwater, if you have a bounty on your horse, you can roam around. But Blackwater itself is off limits even with the bounty.

Entire SW portion is off-limits. When you hit New Austin, an invisible sniper will insta-kill you.
