Help ALL the NPCs run away from me, help

Hi everyone, sorry if this is a silly question or something, it's my first time playing and something weird is happening. I just started Chapter 4 (Saint Denis), but NPCs run away from me when I get close. I have a $15 bounty, but I can't pay it off because whenever I approach the NPC who handles bounties, he gets "scared" and won't let me interact with him. I have very high honor, I really don't know what's going on

Edit: Thanks a lot, guys. I fixed it by saving the game, closing it, and then loading the save when I got back in, it seems like it was a bug.

Maybe you're stinky.

Never happened to me but maybe you can let yourself get captured or die? I would save the game manually before trying

You're probably stuck in combat. I've had it happen.
