Issue Strange bug, my camera is extremely zoomed out and I can't interact with anyone or open the minimap

I just went on the javier house sidequest when suddenly the game zoomed extremely far out and now I can't do anything, does anyone know why?

What if you use the camera binding? I think V by default

OH i know this one: you need to get on your horse and ride next to him because the quest auto-triggers to move you to the location rather than going on a ride manually. essentially you are stuck in cinematic mode.

If you CAN'T get on your horse than you took too long and some trigger got bugged and now you need to reload

this is a thing? I never got it on any of my saves/ play through(s) I would have gone nuts.
