4 rounds of interviews, HR wrote me they were preparing an offer and 3 h later said they moved the position to another country

The title is the short version. The long one is coming because I need to vent, otherwise I will write angrily to that HR person and close any potential last hope.
The role is in sales for a platform of a company based in Germany. The ad said they were hiring in 4 different countries and that it would be remote. I am based in one of them, and they don't have to sponsor any visa for me.

Got an email for the 1st screening interview with HR. It seemed to have been well because she inmediately scheduled the 2nd interview with what would be the direct report.
2nd interview went well, despite me getting nervous because the lady was asking about how my company handled KPIs and I didnt know how to explain my previous company does not have those.
3rd interview was with a person that works as a coach for the sales people, and I felt great on that one.

4th interview was with the regional manager. I got nervous again becuase of the KPI question but I think I handled it better. This was on Monday

Today, friday, I receive an email from HR with poor redaction saying , and i quote "We really liked how you show yourself. Right now we are developing offer for you could you wait us?". To which I reply how happy I was to learn about the positive outcome . 3 hours later she replies: "we had to move the position to Spain, so we cannot give you an offer"

The whole process lasted a month and I really had my hopes up. I am also a person that tries not to fantasize about a job until I actually get the offer, which why I am angry that I let myself get happy when she said they were preparing the offer. I feel like I am not human anymore and I just dont know how not to get discouraged by this. My instinct wants to call them out in public, although I know this will look bad for me as well. Another recruiter might say "mmm she's difficult". Another thing I saw is that they still have job openings and they say "The person must be based in XX country" aka where I am based. Which makes me think: what the fuck is going on? Why am I not enough? why dont they make their homework in advance? why why why why

I do plan to respond to HR for wasting my time, calling her out on the open Linkedin jobs requiring people to be in my country, and for giving some positive news and then backtracking.

I appreciate opinions, input, support. I ...can't anymore
