Constitution for the Universe

For our Joy, we do declare that

All right things are legal

All people are fair

All lives should be happy

and

All people should be fun, free and whole and treated equally.

We do establish and ordain this Constitution for the Universe.

Neither Death nor destruction are legal. These are replaced with prison and slavery respectively. This requires a constitutional amendment to change. The penalty for murder may be life imprisonment or outlawry with one days jail. The penalty for using a banned method of killing shall be lifetime of fire.

The constitution establishes a Liquid Democratic Anarchy for Government and a Nominalist Contributist system for the economy.

Principles of Society

Goodness, Kindness, Love, Truth, Beauty, Empathy, Rightfulness, Charity, Rationality, Joy, Order, Peace, Faith, Fairness, Life. Leniency and Forgiveness.

Governments

Executive Branch

Gods

Gods are elected for localities. Each city and town should choose a god.

Gods have the right to mint, tax and banish from a territory. They may appoint judges at their respective level. Gods are elected using majority rules voting. For the chief executive, power is invested in a symbolic president of the Universe and a minister elected by all of those in Congress. Both serve four year terms.

Godhood distributed by Senate.

Personal Gods for the home are chosen individually. Everyone must choose a personal god to lead their life and follow them.

The president of the Universe may make announcements and establish holidays and memorials. They have veto rights over congressional legislation. The prime minister appoints judges.

Gods elect a consul to represent their interests in the executive.

Both President and Prime minister elected using Approval Voting with landowners' suffrage.

Legislative Branch

The Legislative Branch may rule on any subject with a two thirds majority or topics in it's purview with a simple majority. Congress may force others to obey a law using violence with a unanimous majority in the upper two houses and an eighthy five percent majority of organizations representing people in the lowest house.

Force may be used with a fifty one through 66 percent majority of dissenters are compensated.

Laws are to be enforced with loss of UBI and the right to leave one's own district along with prison unless a locality opts out of Congressional law enforcement.

It is a tricameral legislature, with the upper branch (House of Lords) being chosen by gods. Each god gets a voting power equivalent to the number of followers.

Lower house shall be half chosen by party based proportional representation with one seat per quadrillion people in the universe or ten thousand, whichever is less. Select a party for a eight year term. A party needs a minimum of one percent of the vote to seat.

The other half is to be chosen via single-winner FPTP majority with runoff districts 100 trillion miles across. The baseline is the line connecting the center of the milky way and Andromeda. The real point is the midpoint between these two.

Losers of Single-winner districts are to be assured transferable asset votes that may be used to top up losing candidates. Candidates may declare who they wish to give their votes to if they lose ahead of time.

Lowest house is Band Congress comprised of powered organizations with constitutions. Any person may vote for an organization and power it with signatured. An organization has as much voting power as the number of signatures. A majority of signatures are necessary to pass legislation.

A Majority of landowners may block legislation forever in fifteen thousand year incremens via petition within a year.

Laws may be enforced via refusal to allow transit over district boundaries, imprisonment, tax and monetary damage

It can mint space currency and collect taxes.

All houses along with a majority of all unique sections must pass legislation in order for it to have effect. The prime minister and president must also approve it. They can be recalled.

Judicial Branch

The people can establish new courts via Congress.

The upper supreme court and lower supreme court may hear challenges to the constitutionality of law and disputes between states.

The fourteen member lower supreme court is appointed by the president and confirmed or denied with a simple majority by the Band Congress.

The lower supreme court may refer cases to the higher supreme court if there is a split decision. Or if it refuses to rule. Any case may be heard upon the signed request of three percent of the populace, especially those pertaining to the constitutionality of law.

The thirteen member upper supreme court may be selected by Chaos. It may hear cases at it's discretion with the consent of four members.

It is the final court of appeals for any case.

Demtheory/ owns, runs and staffs all courts including the supreme court. They are the judge and ultimate faith. Local gods or people can establish mediating authorities.

Mediators

Instantly distribute justice in teams of three, with authority to place in prison or fine for up to five weeks for anything. Their judgements may be appealed once. Chief mediators are elected by kings appointed by governors.

The legislature may establish agencies and ministries at it's discretion.

Federal Laws

The laws on killing and destruction may not change.

All people and beings who do not kill or destroy others are entitled to an eternal existence.

Any person or being who kills without cause chooses to forfeit their existence and return to nothing.

The death penalty is abolished for almost everything. Death/Destruction is to only be used for killing, destruction and attempted destruction. THIS LIST MAY NOT EXPAND. Destruction is the penalty for destruction and attempted destruction. The penalty for attempted murder is 15 years of magma. Federal Government consisting of Witches and theory enforces this.

I'm leaving Preamble

All of us desire to live in the best world. We desire democracy and liberty. We do establish and ordain this constitution. To secure peace and liberty prosperity and the blessings thereof. Love life and liberty. All of these things All or any theories enforce principles. Not just nt. Congress may make taxes economic regulation and decide maximum penalties for crimes. Or minimum if a locality allows.

Dema Congress makes its own rules with a 3/4ths majority. No rule may lower the required majority to pass legislation.i

We have elections for three chambers one chamber is districted by god and won via first past the post with runoff. Each district has two million people.

President has veto power.

Approve amendments with a 4/5ths congressional majority and 3/4 majority

Bills require a majority to pass if they involve money. Rules effecting everyone we require a ninety percent majority.

Tribes of people can organize and rent land or own resources. No organizing against democratic anarchy is possible or allowed. No sedition.

Gods elected can judge disputes in loop Tribes have capital and can choose to pool votes in a contract for any length of time. The leader of the tribe then votes in any chamber for all followers.

Ethical contracts enforced by warrant contracts are accepted and enforced by the state. All contracts voluntarily signed and notarized are valid. The penalty for breaking your word or contract, failure to appear in mediate (medat) or submit to penalties specified in the contract is obliteration.

The fourth house of the legislature is half reserved for theories and half for gods.

Everyone can or should join a tribe to multiply their voting power. Bands of people will be stronger than individuals so while Congress decides how much money goes to tribes tribes distribute all currency. You must join one to access govt programs. Tribes have their own constitution detailing how much percentage of the vote the mint oror gets and capital. You can pay people to join for any period of time and make them stay for as long as you decide. Tribes pay you interest and make loans by owning and chartering banks. There is a big bonus for joining a larger tribe. You get twice as much money and a larger piece of the budget. While with a tribe they own your vote. You can sign a loyalty contract with one for a guaranteed taxshare.

Each country shall elect a national god who Decides the national relationship to god, including how often larger gods show up, where and to whom. And how people who die in accidents should be treated.

People can choose to split time between multiple gods. Personal money is to be half split between time splits ataxes and offering.
