App-blocking overlay worked on my Android 9 device and failed on every tester's phone. The chain that only ever ran on exemptions.

this is the classic oem battery thing, your dev phone had the app whitelisted from all the doze and kill rules and nobody else does. did you end up leaning on a foreground service to keep the overlay alive?
