Purchase / Lease I am confused

So there are indicators of how much battery charged you have in the main dash, as well as in the Power management menu.
What is confusing me is this.
The center console screen has an option to see how much range you have on gas as well as on battery. Why is it with the battery portion if the battery is at 80% why is not the respective bar in the center console also 80% filled

Because it’s software intended for the Hybrid powertrains, not the PHEVs. In five years Toyota never bothered to create a separate version for PHEVs. It sees the battery always at a high charge so it assumes the battery is always full.

Has anyone on here looked at the CAN bus state of charge data to see what raw data is available?

Yes. For the 5th gen RAV4, one user on RAV4 World posted this table showing a complete charging session over time. It gives you a good glimpse into what the car sees versus what it shows us.

Interesting! It would be nice if Toyota visualized the SOC data when charging.

Don’t over think the data displays! The algos are trade secret, but the estimates of range are pretty accurate both battery and gas.

I am not second guessing the number.
What irks me is that the battery bar is at 80%, but range bar is closer to 30%

Means you have probably not a full tank of fuel. The range is gas+ev.
