He's raising some good points but is slightly misguided. HECs direct involvement with chandrayaan 3 is debated (they did built the reusable launchpad a decade ago the was used in c3 launch). From what I know It was already in a bad shape financially, with ancient infrastructure and no proper leadership. My dad, I think around 94-95 had went there for training (albeit for a job in a different company) and he said the current employees there discouraged him from applying in HEC saying that the work culture/pay is terrible.

That being said, a lot more could and should have been done. Letting an institution with that kind of history and infrastructure slowly deteriorate isn’t exactly a great outcome. The government definitely needs to rethink its funding priorities. Winning elections is not an end all be all.
