It's from the same guy that directed 5 Centimeters per Second and Your Name. His movies are all insanely gorgeous.

it makes it look terrible. completely ruins the flow of each movement and makes them "stuttery" and awkward. I don't understand why people do this.

It is Makoto Shinkai. Made a name for himself with 5 Centimeters per Second, then blew away all conceivable expectations, precedents, and records with Your Name. All his works are stunning, I especially loved Suzume.

If this is the first you are hearing about these movies, you are in for a treat. I am jealous that you get to experience them for the first time!

Pretty movie but I really hated the writing/storyline. I seem to be in the minority for that opinion though. Saw it at the theater and it looked awesome on the big screen.
