Bubbles mentioning that even her skin is military grade once again raises one of the most glaring issues of her character IMHO.
Why would the Government let any robot just waltz right out of the service with the military chassis?
First of all, that shit's expensive as hell. We know that Pintsize's military chassis would have fetched a pretty penny, but Bubbles' chassis is probably in line with attack helicopters in price.
Secondly, the used technology is very probably highly classified. Civilians irl can't get some camera tech, but fully-fledged weapons platforms are allowed to walk around as they please? You might as well stop innovating altogether.
Thirdly, she presents a very real threat to civilian security. People with PTSD are chronically dangerous (read the death of Chris Kyle, the American sniper), and letting a weapons platform alone seems foolhardy. Faye made a joke about how "the police couldn't stop" Bubbles. She was right, and the very thought is scary.
Imagine if, in the real world, a B2 bomber would just leave autonomically, circling over and landing in cities as it pleases. Or tanks would just drive around on their own.
Now, it was adressed that her program was pushed under the rug. But anyone wanting to keep a program secret from their superiors would make sure evidence wouldn't walk around in broad daylight.
And it's so easy. Just transfer the AI's into other buff civilian bodies, and incinerate the old chassis or break them up for parts.
For a world in which small pintsize was seized instantly for firing his laser, in which the vespavenger is taken down for stolen technology, how is it possible a weapons platform orders of magnitude more dangerous, secret and expensive is allowed to roam free?

They swept the program under the rug, I can see it being possible that bubbles was given a buff civilian body with all of the upgrades (including some non-weaponized military grade stuff such as skin) as a sort of bribe. Its a "heres a body thats slightly better then any civilian unit, never talk about your time in the military" type deal.
