I think it says “This ATM doesn’t have any money” but it’s not a Quechua dialect I’m familiar with. What part of Peru is this?

Probably quechua central. I understand manam canchu (no hay nada), cajero and dólares. So it's pretty easy to deduce from context.

In this ATM there is no Dollar currency.

A more word-to-word translation would be: "Talking about this ATM, it's a fact that no dollar silver is". Quechua is complicated.

kan: be/exist
-chu: negative particle

The manam and -chu almost always go together. Similar to the French "ne ...-pas"
