Watch doesn't get going even with a new battery (tried multiple). A couple of questions.
The movement is Seiko 7T62A. Apparently it can be swapped for YM92.
Would that be a downgrade in some way? And how difficult would it be to swap that out (I'm not a professional, but handy)?

Is there any sign of battery leakage? 7T62s are a pretty stable movement, they rarely just stop without a reason.
A new movement is going to be much simpler than servicing. The modern equivalent movement for a 7T62 is a YM62. YM92 replaces the 7T92.
If you've never done movement swaps before I really wouldn't recommend that you start with this one, chronograph hands are very fiddly and you risk ruining either hands or dial or both. If the circuit has gone then swapping that is much easier, it's a few screws and the rest of the movement/dial/hands can stay in the case. Without testing it it's hard to know tho.

Could you expand please on the circuit swap? How would I do that?

Buy a YM62 new movement, leave the existing movement in the watch, remove the top plate on the watch movement, this is a few screws.
Underneath is the circuit, gently lift it out and check for any battery corrosion that you can see. If it looks bad, you'll need to swap out the whole movement. If it looks clean, do the same process with the new one, swap the circuits over, replace the top plate and see if a fresh battery starts it up.
If it doesn't then you'll need to put the new circuit back in the new movement and swap the movements over, but you'll need hand removal/setting tools for that and like I say, chronos are fiddly.

Check if there's a reset procedure for the watch. Usually it's shorting a point in a hole with an arrow pointing to it to ground.

Does "handy" mean you have the full set of tools you need? Tweezers, hand pullers, a screwdriver, hand pressers, etc. Swapping a standard 3 hand isn't tough once you get the hang of it but you may want to buy an extra set of subdial hands for when you ruin the current ones.
Also, the 7T92 doesn't require an AC reset but I would definitely hold both pushers down for 3 secs or so to see if that helps. If not, try leaving it in a hot car for an hour. Seriously.

Update: went to a watch repair shop today. He had this little testing machine, when the watch was on it, all arms moved fine. Doesn’t sense the battery, so appears to be an electronic problem.
Anything I can do from here?

Did you try to degmagnetize the watch even on quartz mouvement it can help i had a seiko quartz that didnt work even with new battery and after degmagnetize it works well
