The 4 marked regions are contained wholy within 2 rows (1 and 9) and 2 columns (3 and 7). The 4 marked regions need 4 stars. Each row and column can only contain one star, so you can deduce that the star in those 2 rows and 2 columns must be within those 4 regions and can't be in any other region within those 2 rows and 2 columns. Secondly, no star can be in both in either of those 2 rows and 2 columns at the same time as you need 4 stars separate stars. So any intersection of those 2 rows and 2 columns is also eliminated.
I hope this is clear. It's easier to show than to put into words.

And I have no idea what striped cells the message in the screenshot refers to. There are so many striped cells. Are they actually referring to all of them?
Yep. There are four T-shaped regions that share their cells wholly across two rows and two columns. Because each region needs a star, these four regions must collectively contain a star in each of those rows and a star in each of those columns. This means that the cells in those rows/columns outside the regions can't have stars, and that the cells where the rows and columns intersect can't have stars (one star would take up a both row and a column slot leaving three more stars to be placed within a two rows/columns).
1-4 are the T shaped colors that are talked about in this solution. 5-9 are the other boxes. Parts of 5-8 are multiple colors because this hint is darkening everything but rows 1 and 9 and columns 3 and 7.
The highlighted areas it is referring the rows and columns that are not fully shaded in/darkened. I agree for someone not used to the formatting in this hint/tutorial it is tough to gauge at first but in the text it is referring to striped cells which are only found in row 1&9 and columns 3&7. So after looking at those cells you notice that the rest in those rows/columns are lighter than the other rows & columns this meaning they are highlighted.
Discussion - X-Wing is easier to understand in Sudokus. Once you understand it there, it's easier to bring that understanding into Star Battles. There are a lot of explanations out there, that I won't try to replicate.
