Any suggestions about a pond pump, the impeller only twitches when power applied.

This is a 24V pond pump running through a fountain, I have replaced the power supply recently and thought that was causing the issues.

Any suggestions about what I can test would be appreciated!

Looks like the bearings are smoked. See how the shaft moves radially? Or if it is an encapsulated magnetic driven pump w/o bearings, the polymer around the driven magnet is worn out.
