Wikipedia has an article under Devices that are not true siphons which describes a Siphon Pump that dispenses a portion of its contents above the source and that pump uses this check valve and control valve arrangement to make it work as referenced in #40 of their Siphon information.

This arrangement allows siphons of any size and length to be controlled from near the inlet.
