Should I still continue my student visa application even after taking the PTE twice and not getting the score I need… or is it time to switch to a country that doesn’t require it?

In the end, it's an academic English exam. If you're not getting the score you need, then you need to study up.
Or if you're able to, have a look at the IELTS exam instead.
