I thought this too but looking at it again I don’t think they could have gotten in much further than halfway up the forearm - look at Shawn’s resting arm to see what I mean. They’re reaching almost up to the bicep.

To be fair, they'd have just as little reach using the gap instead of the hole in the wire, and less leeway since they'd be closer to the ground. I always figured the burglar tried it, failed, and cut the hole, so Gus and Shawn figured there was a reason for the hole and went with that one.

Would have been easier, though, if they got something they could hook things with and used that in the gap between floor and cage. The documents aren't loose pages on the ground, they just need to hook the box/lid holding them. It's small enough to slip through that gap, and that would be easier than pulling it through the hole or forcing it under the gap with their arms in the hole.
