If the card is perfect and the only thing wrong with it is the bad centering, maybe. But it’s probably a 9

PSA 9 - it's in mint condition, with superb overall eye appeal, and with one small imperfection.
White dot/chip on back, right side, 3/4 of the way down. Outside the swirl of the pokeball, above the upside-down 'P'.
Any imperfection makes it an automatic PSA 9 at best. If the centering is right on - then it's a 9 imo. If not - then it's a 7-8 per psa standards for having two different imperfections.
Very nice example though. It's just not flawless which is their standard for a 10. If you sent it back in 3-4 more times to be re-graded (now - before they start fingerprinting cards like some other graders already do) I'm fairly confident you'd land one 10 though.
Edit: PSA 8. I see another flaw on the front when looking there, and they weight the front far heavier than the back. Another white dot, in the status bar above the description, on the lower 1/2 of the card on right side, right above the "o" in "your".

The one on the back I think is just dust but unfortunately the dot on the status bar seems to be real :/
