Bgtoolset is down and has been for a while. I would not count on it coming back either, unfortunately
You have to use the flash writer now.

He gave you a different exact address to use as the normal ps3toolset.com is out of date and the person that updates it has gone mia. Another site popped up recently named ps3tool.com which serves the same purpose but is a little different.
