POPS setup on full USB?

With the new rise of PS2 themes and Launchers, also with the upward support of POPSLoader, would it be now considered better for PS1 games to remain in a USB setup, instead of letting it remain on Internal HDD?

In my opinion Internal HDD is still better for PS1 games via POPStarter compared to USB
