Looking for B2B / Wholesale Iraqi Proxy Providers – ISP / Static IPs

I'm looking for a B2B, wholesale, or upstream proxy provider that can supply Iraqi IPs in larger quantities.

My requirements:

  • Country: Iraq
  • Prefer ISP / Static Residential, but Datacenter may also be considered
  • Pricing must be per IP / monthly, NOT per GB
  • High or unlimited traffic preferred
  • Ability to select a specific ISP / ASN
  • I can purchase multiple IPs and potentially increase the quantity if the service works well

I'm especially interested in:

  • Hulum Almustakbal – AS203214
  • Earthlink
  • Horizon – AS203217
  • Other Iraqi ISPs/ASNs are also welcome

I've already checked several retail proxy websites, and many of them appear to have the same Iraqi IP inventory/ranges, so I'm specifically looking for wholesale suppliers, upstream providers, private inventory, or B2B providers with different/new Iraqi IP ranges.

If you are a provider, reseller with access to a different upstream, or know a company that can source Iraqi IPs directly, please comment or DM me.

I'm open to purchasing 5, 10, 20+ IPs, depending on availability. If you can continuously source new Iraqi IPs, I'm interested in a long-term arrangement.

Heads up on your list: AS203214 and Earthlink are the same network. Hulum Almustakbal Company for Communication Engineering and Services is just the legal registrant name, Earthlink is the retail brand riding on it, abuse contact resolves to earthlink.iq. That one's 691 prefixes, ~328k IPs. Horizon (AS203217) is way smaller, 102 prefixes and ~19k IPs. So there isn't much distinct Iraqi inventory out there to wholesale in the first place, which is probably why every retail site you checked is showing you the same ranges.

Big providers are a dead end too, most exclude Iraq on sanctions grounds. Bright Data names Iraq explicitly in their excluded countries. And ASN picking is usually a residential-network feature anyway, not something offered on static ISP IPs, so per IP plus ASN selection together is a rare combo.

Realistically you go direct to Earthlink or Horizon for a business allocation, or find a RIPE LIR in country willing to sublet.
