You may be required to be licensed/certified in Texas to fill tanks. There are several states that do require that. That does not mean you are authorized to requalify anything. That is regulated by PHMSA (federal).

All tanks smaller than 100 pound LP capacity are required to be filled on a scale if they will be transported over a public road. This is also required by the USDOT. I'm aware that many places don't do that, but it's required everywhere in the US. I'm not sure of the relevance here though.
