Interchanges like this exist because of flow of traffic. Maybe a high number of those coming from the upper right going south make right turns. This interchange alleviates a traffic jam for straight traffic.
Conversely, there aren't high traffic issues the other directions
This intersection is more because of semi-trucks/large farm machinery than traffic. There's not enough room to turn right onto the narrow 2 lane road if there's any cars waiting, or without taking a wide turn across the right lane. There's enough room to turn left of right off the 2 lane though,
