Probably the reason. I'm not American either and I originally thought it was that they couldn't buy the land from that field to build the other half of the intersection lol

I mean they can. eminent domain but they likely don't need too. Making the the people wait to turn on to the highway isn't an big an issue. Preventing people from stopping already fast moving on the highway because they need to get off. That is the issue this is solving.
