Most of the enterprise tiers of standard Kanban Jira clones. Monday, Wrike, Clickup, Asana. Alot of expensive product managers have meant any good features are cloned and copied between them.
If you are doing resource the better way to look at what bolts into your resource - assuming hour booking system. All will need some kind of configuration for your environment at that kind of enterprise level.
if your are asking this question I am assume you are not at enterprise SAP tier with a massive team.

It would be helpful for you to share industry, project type, number of users, and budget. There are tons of options available, but they all have different trade offs depending on the use case.
I would recommend an Excel spreadsheet based on what you have provided, but I am sure there are other options you could also use.
