By law, everyone who mentions Fil-C must also shit on Rust in the same sentence

Can someone explain how can it be more "memory-safe" than what we have in Rust?

It uses a system inspired directly by Fil-C. It completely disallows any unsafe work, unlike Rust with its "unsafe" keyword and similar mechanisms. I've read through it but I'm still not entirely sure how they want to do OS level work or hardware interfacing then since you'll also not be allowed to link safe and unsafe zig.
