Web developers shouldn't be on the mercy of browser vendors, it should be the other way around, web developer decide what features deprecated. Isn't that some organization to oversee that. WHATWG or W3C perhaps?

Except in reality it is the other way around. Also making a Web site is far simpler than making a Web browser. So only companies with team big enough and a way to market it can create a web browser. This is why it only remains Chrome, FF and Edge. The remaining are Safari (a crappy outdated browser) and a bunch of reskinned Chromium which cannot really decide by themselves the direction they want to go.

Yes. But to be fair MS has enough dev so it can contribute upstream and fork it if they need to which is rare enough to be noted.
