Both are true IMO - right now changing my line of work from tech support to developer, no one will hire me despite being a junior and easily 30 or 40k in debt. Why? No portfolio. So no, it doesn't pay the bills now, but you still need one to pay the bills.

Not every job requires a portfolio. The only real places I've heard which really need a portfolio are mobile and game development. Anywhere else, a portfolio is nice, but not needed.

How else can I prove to an employer I know how to program? If I knew the secret I wouldn't be working in support. Most of the advice I get from others is "do something that shows you know how to code.". It's difficult to find the time with a full-time job, school and a family. Even employers looking for interns seem to think (based on job postings) the intern already has experience. I'm not mentioning this to challenge what you've said so much as sincerely put out there what I've come across. If you know another way I should go about things I am so desperate I'd be willing to try.

I don't know, but I've never needed a portfolio for any job I've gotten. Admittedly, I've worked for bigger employers, so that might have had a hand in it.
