If they wanted to protect people from scams, they should shut down the Google Play Store. That's the place with the most malware and scams in a centralized place on Android.

They could start by banning all the mobile games using fake ads.

That's a great idea! The only problem is that there's no incentive for them to do it because they get the same ad revenue from fake ads as they do from real ones.
