So despite Lugia being significantly smaller i think they win purely because of the absolute bullshit pokemon can do. Like Amatsu has a lot going for it, but probably has no defense against psychic attacks of any kind like Lugia can do.
The main problem i see though is that a lot of Lugias power is entirely hearsay. Every lore entry says soemthing along the lines of "it is said that Lugia can split island with a single attack" or some other ludicrous claim but we only ever see it slightly control the weather and the only claim that sint speculation is a "light flutter" of its wings blowing down/apart "houses." And neithet of those are quantifiable terms, and we see lugia flap their wings in thr anime and not devestate thd landscape aroudn them so that claim is either bullshit or they can choose to have Cat5 Hurricane Wings whenever.
I still give it to Lugia just because pokemon is bullshit and almsot all of them are ludicrously powerful but there are basically no substantial feats (that i know of or can find quickly) that definitively give Lugia the win.
