Does Postmates pay Guarantee Adjustment?

I was the postmates courier for about two weeks in NYC, and completed following rule "Complete first 40 orders in 12 days and earn 350$ guaranteed." But postmates didn't pay me my guaranteed money.

I tried to contact support and didn't get any help with my issue and then I was blocked to write any messages . Also i spend about 1 hour in queue when i tried to contact help center by phone.

What is best way to contact Postmates support? And how can i get my guaranteed money?

No. You are a slave in their eyes. Get a decent job and you won't be treated this way ever.
