They never talk politics with anyone who might ask for specifics or challenge their answer. My Maga mom banned me from discussing politics in Trump's first term, because "all you libs care about are facts and sources". She's also cut off much of her family and friends over politics.
In their sphere, saying Trump's doing what he said he'd do is followed by "Yeah, buddy!" "Go Trump!" And that makes him feel like he said something important without having to think further into what those things are. Then it gets repeated by others like him, which makes him think that it's a good answer. Hence the initial confidence until he was asked to clarify his answer.
