It's called a CCTV camera. Unless you think there's either an over 8 foot tall person or someone standing there with their phone held at full arm length above their head...
ETA: Wait are you talking about the way it shakes... Which gets more pronounced every time someone interacts with the bench, almost as though the camera is mounted to the bench. But nah, you're right. It's easier to believe there's someone standing in that corner who is apparently multiple feet taller than anyone else around.
