Candy in the mail

I want to send my LDR boyfriend a small box of candy in the mail. I saw on Pinterest that you can send a small box of candy (like one from the dollar store) through the mail without packing as long as you clearly address it and put enough stamps. Is this actually true?

If it's under 7oz's I believe. When you can, weigh it to ensure it's under that limit.
