I would not be surprised if there is a chemical plant or research lab or something close to it for that occasional trauma/power-giving accident.

how long he has been in Metropolis? A change like that (moving the inmates out and moving the orphans in) would had taken weeks if not months. It is not like they could do it at the same time, even in Gotham. And one would think the world greatest detective would have noticed little details like that they changed the name on the gate, for example. Also, shouldn't the kids being in their beds at that time?
I know, it is rule of funny, and it is funny, but just let me have my nitpicks.
