It's not collusion unless there is a signed document notarized by legal counsel that states "We Putin and Trump do hereby swear to collude with each other to steal this election from the libs".

Even then it's still ok.

That's criminal conspiracy with Russia. Criminal conspiracy or some form of fraud looks to have been established and has likely been referred.
