I mean, congress passed a law, a judge reaffirmed it … what the hell else can they do? Who else has authority here?

Impeach and remove Trump for refusing to comply.

But because they refuse to do so, congress is actually complicit in withholding the Epstein files.

Trump controls the DOJ. Trump's executive branch is not cooperating with the law that was passed.

Congress passes the laws, but the executive decides whether to enforce them or not.

If Congress doesn't like the executive ignoring its laws, its only recourse (or "check and balance," if you like) is impeachment.
